| Samenvatting: | These days the increasing number of internal conflicts in states seems inevitably linked to large-scale human suffering. Since 1990 over four million people have been killed in internal conflicts. The international community seems insufficiently equipped to respond to these humanitarian crises; preventive policy is largely lacking. What can the European Union and national governments do in order to prevent the outburst of crises such as in Zaire, Rwanda and Bosnia?
An urgent question. That is why the NCDO, the Dutch National Committee for international cooperation and sustainable development, in cooperation with the Liaison Committee of Development NGOs to the European Union, organized the European Conference on Conflict Prevention. The Conference - which was held in Amsterdam on February 27 en 28, 1997 on the eve of the Informal Council of the 15 European ministers for Development Cooperation - was the largest gathering on international conflicts and prevention ever. Over 400 representatives from 'Brussels', European and African governments, NGOs and universities, participated. The closing session had over 1.200 participants.
This publication is about this conference. Its several chapters deals with the issues which were at the heart ot the conference and include quotes from the main speakers and conclusions and recommendations. The Action Programme, which was adopted at the end of the conference, has already proved to be an important contribution to the debate on the role that the EU, national governments and NGOs can play in order to prevent further escalation of conflicts, with a special focus on Africa.
